An Urkan Training made available by controlling Chaka and Fakir. Requires 25 of a random Tier 2 Luxury Resource to unlock. The change in Approval only applies to Cities adjacent to Chaka or Fakir, not Kazar. The change applies twice if both Chaka and Fakir are adjacent to the same city.
